Job Description

American International Contractors (Special Projects), Inc. (AICI-SP) is currently seeking a Project Controls Engineer  candidates to work on a U.S. Embassy design/build project in Doha, Qatar. An active U.S. Secret Level Security Clearance  is a requirement for this position.

PRIMARY FUNCTION:

The Project Controls Engineer (PCE) is responsible for scheduling and cost control of the project. The PCE shall be assigned to the Project from the LNTP-Design to Final Acceptance.  

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 
  • Responsible for the maintenance of the required schedules and related documents in compliance with client provisions or as requested by the Project Director/COR (this includes maintaining the original cost-loaded base line for the duration of the project)
  • Be considered part of the Contractor’s key management personnel. Final approval of the Scheduler/PCE, based on his, or her, curriculum vitae, is required by the USG.
  • Work in close cooperation with the Project Manager, Superintendent, Designer, subcontractors, suppliers, and OBO’s management scheduling support staff relative to the development and implementation of the PES
  • Shall meet with the OBO PCE scheduler at the project site after coordinated schedule development to refine and finalize the BPES for presentation to the OBO and contractor management teams.
  • Responsible for coordinating with procurement team to make sure the procurement of all material is in line with the schedule
  • Responsible with the team for the overall cost control tracking of the project (time, labor, material, equipment, etc.)
  • Work with a third-party TIA/Controls expert in support of potential REAs and claims, as necessary. 
  • Other duties as directed by the Project Engineer, Project Manager or Operations Manager
 
KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED:
  • Must be authorized to work in the United States
  • Active U.S. Secret Security Clearance
  • Experience as a construction project scheduler using the Contractor’s current scheduling software (Primavera) on at least two previous projects of comparable scope of work and of a value not less than half of this project’s value. (e.g. $110 million)
  • Proficient in the use of Primavera P6, AutoCad, Prolog Manager
  • Bachelor of Science degree from an accredited institution in engineering, construction management or related field
  • Minimum of 5-7 years of related experience
  • Ability to read and interpret construction plans, drawings, and specifications
  • Proven problem-solving ability
  • Proficiency with Microsoft Office software
  • Excellent planning, organizational, verbal and written communication skills
  • Detail-oriented
  • Self-motivated; little supervision needed.  Ability to prioritize tasks and to manage multiple tasks and coordinate activities to meet deadlines is critical.
  • Courteous, professional, diplomatic 
  • High level of confidentiality
  • Leadership ability

PREFERRED EXPERIENCE:
  • International construction industry experience interacting with various diverse cultures
  • Previous U.S. Government construction project experience
  • Overseas Building Operations (OBO) experience
  • Previous design/build experience, preferable

The employee must have the ability to lift, carry, push or pull and move up to 15 pounds of weight without assistance. The job imposes a demand for physical agility and mobility, including the ability to maneuver safely throughout the work site. This position will require the use of personal protective equipment while present in active construction zones. The employee must be able to hear warning sounds and alarms, communicate effectively with coworkers and follow spoken directions.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Mental Demands:

The position requires a high degree of concentration in a busy environment.   There is a substantial demand for analyzing, perceiving, comprehending, rapid decision making and exercising sound judgment to ensure individual and coworker safety in a potentially dangerous environment.  Ability to follow directions and meet deadlines is critical.  

Environmental Demands:

The position entails working on a busy construction site overseas, generally away from the employee’s family, and in countries whose laws and social norms may be much more restrictive than in the United States, with the potential for occasional periods of social unrest, military action, interruption of normal services such as electricity and water, natural disasters, and the like.

Work involves a 60-hour workweek, 6 days a week/ 10 hours per day. Flexibility with hours/days is required. Individuals must have comfort working in a high-stress environment and be able to perform the above activities in extreme hot, cold, humid, and wet conditions depending on location and season. Exposure to construction equipment and sharp tools, including power tools, and materials. Some exposure to toxic/caustic chemicals, potential electric shock, significant heights and high noise level, including high-pitched noises.  Some potential exposure to dust, fumes, smoke and airborne particles.
