About the Role
As an Associate Management Auditor, Internal Auditor, you will play a key role in strengthening Covered California’s ability to create, protect, and sustain value by providing management and stakeholders with independent, risk-based, and objective assurance, advice, insight, and foresight. Your responsibilities will include:

• Leading complex internal audit projects and teams, including assurance and advisory engagements.

• Conducting research and performing analytical duties to evaluate organizational processes, identify risks, assess compliance, and recommend improvements to enhance efficiency and effectiveness.

• Working closely with management and stakeholders to offer specialized guidance on internal controls, risk assessment, organizational governance, and compliance issues.

• Utilizing strong communication skills to effectively convey audit results, collaborate with stakeholders, and present recommendations in a clear and professional manner.

This position is headquartered in Sacramento County, 1601 Exposition Blvd., Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in Internal Auditing : Demonstrated experience conducting internal audits in a state or federal government setting, with knowledge of applicable laws, regulations, and standards including the Institute of Internal Auditor’s Global Internal Audit Standards.      

  • Strong Analytical Skills : Ability to analyze complex data and processes, identify risks, assess internal controls, and provide actionable recommendations to improve organizational efficiency and compliance.

  • Proficiency in Audit Tools and Software : Familiarity with audit management software, data analysis tools, and Microsoft Office Suite to effectively document, analyze, and report audit findings.

  • Effective Communication Skills : Strong written and verbal communication skills to prepare clear and concise audit reports, conduct presentations, and collaborate with management and stakeholders.
